Why reforms only for petrol pricing?

National oil companies have raised petrol prices again and, predictably, everyone is up in arms. Didi promises to lead the charge. Meanwhile, the Prime Minister's muted support for price hike notwithstanding, at least a section of the media will have us believe that the government has contemplated withdrawing the 'freedom' to determine petrol prices given to its errant vassals. Now who on earth, in this maelstrom of discontent, wants to debate diesel deregulation?

For the uninitiated, consumption figures available on the website of the Petroleum Planning and Analysis Cell ( PPAC) show that diesel, kerosene and LPG make up for almost 60% of all the petroproducts consumed in the country. And they all happen to be subsidised. Petrol forms a mere 10% of the product basket. Hence, the deregulation of petrol was always a case of some tokenist reformer pretending that the tail could wag the dog.

Fact is diesel accounts for a whopping 43% of the entire basket. And as the differential between petrol and diesel mounts, every rational consumer can be expected to try every trick in the book to switch any other substitutable non-subsidised fuel for diesel. Little wonder that diesel is currently seeing a growth of 8.7%, leading to the inexorable dieselisation of the economy.

While it does not need a bleeding heart to make a case for fuel subsidies, the point is that the administration of subsidies cannot be a game of passing the parcel. After all, with a provision of barely Rs 1.85 per litre for marketing costs and margin, what is the scope for marketing companies to bear diesel under-recoveries as high as Rs 8.57 per litre at current prices? With subsidised products making up 60% of the basket, any attempt to pass such a weighty parcel will surely end up in one or the other player tipping over.

A more rational way may be to segment the diesel market through product differentiation: farm or railway grade diesels, that at least would obviate the need to subsidise the private car segment. But more importantly, either the government should have the courage of its reformist convictions and decontrol diesel, or do away with the current sham reform over petrol pricing that is so angering the nation.

दुनिया का सबसे महंगा पेट्रोल भारत में!

नई दिल्ली ।। अगर भारत में पेट्रोल कीमते आपकी जेब जला रही हैं तो यूं ही नहीं। सच यह है कि दुनिया के दूसरे तमाम देशों के नागरिकों के मुकाबले हिंदुस्तानियों को सबसे ज्यादा पैसे खर्च करने पड़ रहे हैं पेट्रोल पर। मौजूदा एक्सचेंज रेट पर आधारित तमाम देशों में रिटेल पेट्रोल कीमतों के आंकड़े बताते हैं कि भारत सबसे महंगे पेट्रोल वाले देशों में है। अगर विभिन्न देशों के परचेजिंग पावर के अंतर को ध्यान में रखते हुए (यानी पीपीपी मेथड से) विचार करें तो भारत में पेट्रोल की दर सबसे महंगी है (सुदूर के एकाध छोटे-छोटे देश ही इसका अपवाद हैं)। इस मेथड से भारत में पेट्रोल कीमतें अमेरिका से 5 गुना तो रूस और जापान से तीन गुना ज्यादा बैठती हैं।

पेट्रोल कीमतों का भारतीय मुद्रा में बदलते हुए एक सामान्य तुलना भी की जाए तो भारती में पेट्रोल की दर 98 देशों से महंगी बैठती है। इस सामान्य तुलना में ओपेक (तेल निर्यातक देशों का संगठन) के देशों में तो तेल सस्ता है ही (जैसे वेनेजुएला में 1.14 रु प्रति लीटर और ईरान में 4.8 रु प्रति लीटर) अमेरिका और इंडोनेशिया (जहां पेट्रोल पर टैक्स कम है) जैसे देशों में भी पेट्रोल काफी सस्ता है। उदाहरण के लिए अमेरिका में यह 42.82 रुपए प्रति लीटर पड़ता है। मगर. इस लिहाज से यूरोपीय समुदाय के देश भारत से आगे हैं जहां पेट्रोल काफी महंगा दिखता है।

फिर भी, इस तुलना को सही नहीं कहा जा सकता। वजह यह है कि परचेजिंग पावर के लिहाज से भारत इन देशों के मुकाबले कहीं नहीं ठहरता। अगर परचेजिंग पावर के इस फर्क को ध्यान में रखते हुए (यानी पीपीपी मेथड से) तुलना की जाए तो काफी हद तक सही स्थिति सामने आ जाती है। और यह सही स्थिति चौंकाने वाली है।

इस मेथड से भारत में पेट्रोल की रिटेल कीमत (डॉलर में) 3.95 डॉलर प्रति लीटर बैठती है, जबकि चीन में 1.95 डॉलर, ब्रिटेन में 1.85 डॉलर, ब्राजील 1.7 डॉलर, जापान में 1.28 डॉलर, रूस में 1.26 डॉलर, अमेरिका में 0.76 डॉलर, सऊदी अरब में 0.23 डॉलर और वेनेजुएला में 0.03 डॉलर बैठती है। साफ है कि भारत में पेट्रोल अमेरिका के मुकाबले पांच गुना, चीन और ब्रिटेन के मुकाबले दोगुना तथा जापान और रूस के मुकाबले तीन गुना से भी ज्यादा है।

Inflation will continue in the country says FM Pranab Mukherjee

Finance minister with keeping inflation in control - to keep pace with the growth rate is also under pressure.
Indian Finance Minister Pranab Mukherjee said that India would continue the round of inflation.

Interest rate 

To control inflation the Reserve Bank raise interest rates as many steps as monetary measures, but they still see a lot more impact has not.

USA 18 per cent,

Pakistan 20 per cent and
Thailand 24 per cent, he said.


Petrol price of Rs 42.85 a litre in India is higher than Rs 39.38 per litre price in 
Sri Lanka, Rs 39.01 in Pakistan, Rs 35.80 in Bangladesh, Rs 42.02 in Nepal, 
Rs 32.56 in Philippines, Rs 30.57 in Thailand, Rs 33 in 
Canada and Rs 26.34 in USA,



Minister of State for Petroleum and Natural Gas Dinsha Patel 
said in a written reply.

He said. However, South Korea charges Rs 65.99 a 
litre for petrol and Japan Rs 48.80.

Similarly, the diesel price of Rs 30.25 a litre in India was higher than Rs 24.36 
per litre in Sri Lanka, Rs 27.39 in Pakistan, Rs 21.10 in Bangladesh, 
Rs 28.92 in Philippines, Rs 28.29 in Thailand and Rs 29.16 in USA.

However, the price of diesel at Rs 41.47 in Japan, Rs 36.22 in Canada 
and Rs 33.31 a litre in Nepal was higher than the price of the fuel in India.

The Economic Times has an interesting table which gives a comparison
of the major countries of the world.The table does not reflect prices 
all over India as the price in Delhi has 
been taken to represent India, but the state of Delhi has the 
lowest taxes on petrol and diesel in the whole country! But even if we 
take Delhi’s price, the total is not a dollar as the dollar has 
fallen in relation to the rupee…so the price of petrol even in 
Delhi would be over a dollar even in Delhi.

[Update:] From Vishesh’s comment I got to know that the price of 
petrol in Chennai is Rs 55/- per liter today and in his comment Xylene 
has mentioned that the price in Bangalore today is Rs 58.47!! Xylene 
has also written about the BJP is protesting the price hike in petrol and 
diesel in 
Kerala but not in Karnataka…a case of double standards!
It is said that in India we pay such high taxes on petrol because barely 3 
percent of our population pays income tax (agricultural income is 
free from income tax and others are too poor to pay) and therefore the
 higher duties and taxes.
However, it doesn’t seem fair that prices are rising again 
(petrol price by Rs 5/- a liter and diesel by Rs 3/-). 
The taxes are pinching us badly enough already…and this brings up 
the unpleasant question…where exactly is our money going?

We in India pay high taxes and duties on petrol and diesel, higher than some developed countries like the United States and some Europeon countries. We pay approximately 52 per cent tax on petrol (duties, taxes like customs, excise, sales tax, VAT, dealer commission) and 31 per cent on diesel. It doesn’t seem fair does it considering that incomes here are much lower than in developed countries!
The Economic Times has an interesting table which gives a comparison of the major countries of the world.
