पर इसी से जुड़ा एक और मसला भी है और वह है इस महाशक्ति का दुनिया पर अपने वर्चस्व को बनाये रखने के लिए सब कुछ करने का। इसके चलते अमेरिका, अफगानिस्तान, इराक और अब लीबिया में हस्तक्षेप कर रहा है। असल में अमेरिकी सत्ता के दबाव ऐसे हैं कि इराक से सेनाएं बुला लेने के आश्वासन पर सत्ता में आये ओबामा ने लीबिया पर आक्रमण करने में देर नहीं लगायी है। गोकि यह भी संयुक्त राष्ट्र संघ की आड़ में किया गया है। साफ है कि ओबामा अमेरिकी शस्त्र और तेल उद्योग के दबाव से हट कर कोई काम कर पाने की स्थिति में नहीं हैं। पर यह तो साफ ही है कि अमेरिकी जनता युद्धोन्मादी नहीं है अन्यथा ओबामा कैसे राष्ट्रपति बनते। इराक को लेकर अमेरिकी जनता में जबर्दस्त विरोध रहा है और इसीलिए अमेरिका ने लीबिया में जनता को बचाने और वहां तथाकथित लोकतंत्र स्थापित करने की लड़ाई की कमान नाटो को थमायी हुई है, इसके बावजूद कि यह आंखों में धूल झोंकने से ज्यादा कुछ नहीं है। यही नहीं विकीलीक्स को यह सारी सामग्री देनेवाला व्यक्ति भी इराक के युद्ध में शामिल एक पूर्व सैनिक ही है। यह अपनी सरकार से जनता के असंतोष और भ्रमभंग का एक पुख्ता उदाहरण है। यह इस बात को भी सिद्ध करता है कि संयुक्त राष्ट्र संघ किस हद तक अमेरिका की गिरफ्त में है और किस हद तक पश्चिमी खेमे के हित उससे जुड़े हैं।

हिंदू में प्रकाशित भारत संबंधी खुलासों ने सिर्फ इस बात पर प्रमाणिकता की मुहर लगा दी है कि किस तरह से नरसिंह राव सरकार के बाद से भारतीय अर्थव्यवस्था, राजनीति और सत्ता पर पश्चिमी खेमे, विशेष कर अमेरिकी सत्ता की पकड़ ने मजबूत होना शुरू किया और एनडीए की सरकार से होती हुई यह आज जिस मुकाम पर पहुंच गयी है, उसे परमाणु ऊर्जा बिल पर संसद में होने वाले मतदान को लेकर अमेरिकी बेचैनी स्पष्ट कर देती है। यह चकित करनेवाला है कि क्यों एक कांग्रेसी कार्यकर्ता ने सीआईए के एजेंट को बतलाया कि सांसदों को खरीदने के लिए 50 करोड़ रुपया तैयार है। यह रुपया कहां से आया? क्या यह अमेरिकी नहीं हो सकता? जैसे सवालों का उठना भी इस संबंध में लाजमी है। पर देखने की बात यह है कि किस तरह से अमेरिका भारतीय सरकार में मंत्रियों के बनाये जाने में भी रुचि लेता रहा है और उसकी रुचि किस तरह के लोगों में रही है। उदाहरण के लिए वह मोंटेक सिंह अहलूवालिया को वित्तमंत्री बनाना चाहता था और मणि शंकर अय्यर को पैट्रोलियम मंत्रालय से इसलिए हटना पड़ा क्योंकि वह अमेरिकी हितों से ज्यादा – ईरान से तेल लाइन के मामले में – भारत के हितों को तरजीह दे रहे थे।

उधर भाजपा नेता अरुण जेटली का मामला भी अमेरिका को लेकर भाजपा के दोमुंहेपन को स्पष्ट कर देता है। इससे यह तो स्पष्ट हो जाता है कि जहां तक अमेरिका का मसला है – मूलत: दोनों दलों में कोई अंतर नहीं है। एक के लिए हिंदुत्व आड़ है, तो दूसरे के लिए वामपंथी झुकाव। दुखद यह है कि जैसे-जैसे भारत तथाकथित आर्थिक शक्ति बनता जा रहा है वैसे-वैसे वह आर्थिक हो या राजनीतिक, अपनी स्वतंत्र नीतियों से दूर होता जा रहा है। विदेशी मामलों में तो भारत लगभग अमेरिकी पिट्ठू हो चुका है। इससे यह जरूर होगा कि अब भाजपा और कांग्रेस दोनों ही विकीलीक्स की विश्वसनीयता पर प्रश्नचिह्न लगाने की हर चंद कोशिश करेगी।
