Dear Shri Anna Hazare ji,
Please accept the greetings and applause from the All India Confederation of SC/ST Organizations for fighting economic corruption. This organization came into being primarily to protect the interests of dalits and tribals. It has got direct and indirect allegiance of about two million employees working in central and state governments.
A stringent law is required to curb economic corruption. In the past also, there have been attempts to check corruption. Gandhi ji fought against corruption. Morarji Bhai Desai, Jai Prakash Narayan and V. P. Singh and such other persons and organizations too stood against corruption. Already, there are agencies like CBI, CVC, Departmental Anti-corruption Cells, Vigilance Cells and Income Tax Department that are meant to check corruption and yet it is rampant. Proved corruption cases against senior officers are pending in Central Vigilance Commission and nothing is happening and those involved are getting retired. Jan Lokpal Bill will bring about stricter clauses to bring justice to the guilty but if corporate houses, judges and NGOs are left out of its ambit, it will fail to achieve the goal.
Elimination of mental corruption is a precondition for doing away with material corruption. Material corruption is in your agenda. Those countries, which are developed, have fewer laws and yet people in those societies are honest and patriotic. You yourself said that people vote for money, liquor and selfish considerations. I am a little bit in politics also by floating Indian Justice Party. Without the support of black money and caste equation, electoral success is near to impossible and these are the reasons for my smaller scale of activities in politics. Caste people want to see their leader a powerful, successful one, whatever may be the means he has to adopt and thus corruption is no issue in this context. I tried to fight mental corruption in my own way. Caste has to be eliminated and for that I mobilized about a million people to embrace Buddhism on November 4, 2001 and reject the caste system, because Buddhism stands for casteless society. The government at that time tried its best to stop and still hundreds of thousands became Buddhists while condemning the caste system. My endeavour has not been that much successful but struggle is still continuing.
My request is to enlarge the scope of Jan Lokpal Bill to bring the judges, corporate houses and NGOs in its ambit. At the same time, try to address intellectual corruption which is the fountainhead of material corruption. It is to be also seen that there should be enough safeguards in the hands of people to remove the Lokpal if he turns out to be corrupt and autocratic. Absolute power corrupts absolutely, as known to everybody.
